200 Acre Retail Development
Scope of Services:

This is a very large project in which Paris Projects has been involved in from the very inception, which illustrates our ability to handle mammoth projects. The City of Norman had installed a serpentine street though a 500 acre tract, trying to promote growth in the area. Subsequently, the city and Oklahoma University teamed together and requested developer RFP’s (Request For Proposal) to develop the project.

We secured a copy of the RFP and an overview of zoning for the 500 acres which allowed 200 acres of retail development. We evaluated the site and provide the developer with preliminary and conceptual construction cost for the preparation of a development proforma as required by the RFP.

We assembled a team of master site planners and local civil engineers to develop a site plan the allowed the use of the existing serpentine street configuration, saving the project huge infrastructure costs. Sooner Investment was awarded the project and we have been coordinating designs, bidding, contracting and constructing multiple phases of work ever since.

The project is broken up into four standard retail sites, a lifestyle center and a convention center, including John Q. Hammond’s Hotel.

The first phase was the turnkey site work for a +/- 25 acre SUPERTARGET. The next phase was a 20 acre, 180,000 sf retail project. We were extremely challenged to complete the 180,000 sf buildings in only a little over 6 months and then had two months of very adverse weather on top of that. We had to micro-manage the schedule, assist the contractor in doubling up sub contractor crews and supplement weekend overtime work to meet our late fall completion schedule for the Christmas season. Our bank inspector told us he had three other projects where the openings had been delayed until after Christmas due to the extreme weather conditions, and asked my Oklahoma manager how we were able to complete our project when no one else in town did. He said “because we intended to”. Paris is very diligent in monitoring and maintaining our project and construction schedules.

Our next phase was a 28 acre turnkey site development for Kohl’s. We had to coordinate closely with their building contractor to tie all site work in with their building schedule. Next we coordinated the design, bid, contracted and managed the construction of +/ -100,000 sf of retail shops adjacent to Kohl’s and still finished the project on time
