Scope of Services:
This was another very challenging site development project for Paris Projects. Initially there were numerous shallow, abandoned oil wells that we had to locate and abandoned. We had to research and find a contractor that plugged and abandoned oil wells that could document his work for release of environmental issues as required by Anchor tenants and the bank loans.
Another major issue was relocating an existing 36” HIGH PRESSURE GAS MAIN from the middle of the site to the perimeter to accommodate our site plans and our building construction. We had to deal directly with the gas company to coordinate their relocation designs to our site plan, provide required rock excavation at the new gas line and procure a $1,000,000 payment for them to initiate and complete the gas line relocation coordinated with our schedule.
This project also required the major improvements to both existing 71st and 81st streets and the construction of a new four lane Olympia Blvd. through the middle of the project. This addition to the project scope required extensive design coordination with both the State and City, as well as, lane closures, etc. during construction.
High power electrical transmission lines had to be relocated to the perimeter of the site to accommodate the site plan and buildings. We worked directly with the power company to coordinate designs and procure a $1,000,000 relocation payment to ensure coordination with our overall project schedule.
We developed the overall phased program/site construction schedule so that the Owner could commit to completion and opening dates with tenants as the leases where negotiated. This is critical to the Owner to avoid late penalties and loss of rents.
Initially, the Owner was contemplating negotiating with a General Contractor for the construction of the first phase of buildings. When initial costs came in way over budget, Paris was able to prequalify a select bidders list and obtain “competitive” bids that saved the Owner $8,000,000 from the initial contractors negotiated budget costs.
The Owner negotiated a $13,000,000 TIF (tax increment finance) with the city. We kept the city aware of our construction progress with our status reports, and summarized the contractors sales tax for the project, which lead to the city funding to the Owner for $13,000,000 before the project was even completed.
Tulsa Hills was a 2 1/2 year construction project where we maintained all our critical delivery dates, which equates to us providing overall TEAM management to achieve those goals.
