Scope of Services:
This is a project that Paris Projects was primarily responsible for landing for Sooner Investment. The City of Midwest City had issued a Request For Proposal (RFP) to redevelop a blighted area of their town into a retail center. The city would provide the existing structures demo and the land and some storm utilities throughout the site, but they were looking for Developer feedback on a proposed retail project including a master plan, a development program and construction proforma to form a joint venture.
Bob Stearns with Sooner Investment called Paris and said he was really busy with other projects up in Kansas at the time, but said if we would investigate and put together an RFP, he would assist in some portions of the overall Developer strategy, if we could get their foot in the door. We sent in the check to the City to receive the RFP package, assembled preliminary teams, including a local civil engineer and a national retail architect, and went to work developing preliminary site plans and construction budgets.
Over a 6 week period we refined our proposal then submitted it to the City of Midwest City in competition with over 20 other large national developers like Trammell Crow and Opus. Sooner Investment made the shortlist of two final developers and was finally awarded the project due to their retail experience and local roots.
This retail project is unique among maybe a half a dozen projects across the country in that five large Anchor stores are lined up across the site including; Target, Lowes, Kohl’s, Penny’s, Marshalls and even Best Buy. We coordinated the site civil, site lighting and landscape designs to each Anchors’ specific requirements, bid and constructed the site work; as well as, coordinated with the Developer to design and construct +/- 250,000 sf of retail shops and buildings. In addition, we constructed and coordinated the site work for 14 primarily restaurant outparcel users.
We helped establish and coordinated designs and construction with an Architectural Review Committee which maintained architectural consistency throughout the numerous phases of construction.
